With more than 20 years of experience in water and wastewater operations, Jack brings extensive expertise in utility management, treatment plant operations, underground utility construction, backflow prevention testing, and onsite wastewater inspections. His background also includes regulatory compliance, emergency utility maintenance, and operator-of-record services for municipal and private utility systems.
Jack holds multiple Arizona Department of Environmental Quality certifications in water treatment, water distribution, wastewater treatment, and wastewater collections. He is also certified as an Onsite Wastewater Treatment Facility Inspector and Backflow Prevention Assembly General Tester, with additional training in HAZWOPER, ArcFlash safety, and wastewater emergency response.
Jack earned an Associate’s degree in Water Resource Technology from Gateway Community College and served in the United States Army as a Signal Support Systems Specialist, achieving the rank of Sergeant. As Managing Owner and Operator of Agua Pura Services, he provides water and wastewater utility operations, inspections, testing, and underground utility consulting services throughout Arizona.
Partner, Business Operations
With a background in energy management, James brings extensive expertise in sustainability, environmental/social/governance (ESG) reporting, and energy procurement. His skill set also encompasses building automation, building commissioning, preventative maintenance (PM) program development, and computerized maintenance management system (CMMS) design.
James is a certified Professional Energy Manager (PEM) through the Institute of Energy Professionals (IEP) , a credentialed Green Classroom Professional (GCP) through the U.S. Green Building Council’s (USGBC) Leadership in Energy and Environmental Design (LEED) program, and holds a Niagara 4 Technical Certification from Tridium.
James graduated with honors from the Illinois Institute of Technology, earning a Bachelor's degree in Industrial Technology and Management, specializing in Industrial Logistics and with minoring in Military Science. He served for 12 years in the United States Army, including seven as an Infantry officer in the Illinois Army National Guard.
